Maybe consider adding some ''dither'' target fish such black skirt tetras, neons, smaller tetras would work. The activity from the other fish should draw him out because in the wild when small schools of fish swim by the predatory fish feel secure and come out to them it means it's a sign no birds or large predators are around.
