it takes time for the rhom to settle in your tank, once it adjust from the wild wild amazon to a crappy tinny little glass cage it'll start eating.
it usually won't starve itself to death, during dry season in the amazon it can go a long time without food. is its back paper thin or has a reasonably thickness?
Have you tried food other than shrimp? I found piranhas (at least all my rhoms were) more interested in fish than shrimp.
way few more days, drop in a piece of tilapia fillet. turn the light off and leave the room. or feed right before you go to bed. usually it'll eat it or at least eat some of it depends on size.
you'll enjoy how it eats once it does start eating.
