Your looking at ammonia burn damage and that chin rub is no worse then what mine looked like when it arrived. Common in shipping. I'm not going to lie to you though...there is still scarring on my rhoms chin two years later.
Appears that he was either being kept in a hold tank with multiple sanchezi's or he is newly imported. Congrats. Keep a good diet and water and he'll be looking great in no time.
