An 04/05 series Fluval is a MUCH better canister IMO. The 03's are a real PITA to maintain and I'm a Fluval fan.... Still....it might get you by until you can pick up something better.
 
what would be good filtration?

What I would personally recomend for that tank would be be two E400 (emporer) HOB units with supercartrages {optionally...go with a pair of AC 110's} A single good canister like a Fluval 405...marineland 360....Eheim 2217....Rena xp3 or a Cascade 1000. Pluss a pair of air driven Hydro5 sponge filters. This will provide crystal clear water....relitivly low maintaince....and all the bio-filtration your tanks ever going to need.

i have a sump filter laying around that i just need to dfinish would that be good its a 30 gallon sump

Depending on the sump, it could be a little small. If you use it in conjuction with the two AC110s you should have adiquate filtration though, as long as you don't get super crazy with your stocking.
