New stingray behaving wierdly! is this normal?!

i have seen rays do this when-

-someone on the floor is picking on them
-o2 level is low
-sand is irritating them
-or stressed from water issues

swimming at the top of the water column dosnt alarm me, but sticking parts of his body out of the water does...

just some things to think about....
