New tank I need Ideas and help

So i am picking up a new 30 gal tank today.
I have an oscar that is in a ten gal and is ready to make the move into a bigger play pen. (I got him when he was tiny and is about year old now)

I'm trying to figure out how I want to set this guy up.

I am thinking about an undersubstate heater. Anyone know some good DIY undergravel heaters? Or does anyone know some relativly inexpensive under gravel heaters.

I am also looking for suggestion in what fish i should stock in this tank.

Why? he is still small. a 30 gal will be fine for him for 6months-year which is when I will be building/buying another bigger tank and he will have a new home.

if it were something like a 55, i understand, because they could argueably even live in it for quite a while (some say for life), but a 30 gallon is small for an oscar that is a year old and quite large
 
He is about 1.5" right now which is why i only have him in a 10 gal w/ 1 Zebra danio.
I was moving him to the 30gal because he has grown. I will move him again when he gets bigger.
The tank size isn't really a problem. I have 2 55gal that are in storage that are waiting for him but I don't want to set them up in my house right now because I am moving in 6m-1yr.
Do you really think that he is going to outgrow a 30gal in 6m-1yr?
 
If your oscar is a year old and only 1.5", something is wrong (stunted from being in a 10g?) Even a 30 gallon would be too small for a normal oscar at 1yr old. I would just set up the 55, maybe then you can have another fish or two with it for awhile.
 
Ok you have convinced me to keep the oscar in the 30 alone. I was thinking of keeping the tank pretty empty in terms of decor.
Does he really need anything? Do I even need to put in substrate? I'm just wondering.

Exactly what I was thinking. I thought most oscars easily hit 6-8 inches in a year??

This sounds really bizarre to me. Either way I recommend you set up the 55 or if you have a friend with that size tank or bigger that could watch him for you till you move and set up the tank then do that.

At work we were given a foot long oscar that was kept in a 30 gal and he is so deformed. He can't close his mouth and his forhead is so mishapen. I highly discourage it.
