Hi welcome to mfk. Have u ever had a tank before? What size? What fish? What is the size of the place the tank has to go? What type of fishing do u want? Is there a budget u are trying to follow? There is a lot of questions to be answered before u buy a setup.

Start on researching on what you want first.

This will be your jumpstart.

Try to read this links, if you wanna start the hobby right, yes, you're going to read a lot.
Basics of fish keeping:

Water quality concerns: It's about Nitrogen Cycle really,

Hope it helps, and yeah be patient, if you're going to set up a tank, and YOU DO WANT to have some aggressive stocks, you're going to deal with a lot of things.
Hoping for the best, and to hear more out of your plans.

Hmm 3 feet isnt a very good space for a bichir tank, id reccomend starting em in a 55 unless you get babies, they can be grown out in the 30. Id try to get at least a 4 foot space for it if you want bichirs long term
