So here's a thought. If it's illegal to import them why can't somebody in Maryland or wherever they're not wanted try to collect them from the wild and raise them in their aquarium? Not unlike catching a bluegill or catfish from the lake and putting them in your tank.

Yes - in fact, in most states where they have invaded the water you can be fined if you don't kill the fish after you catch it. The reason being that taking them home simply recreates the cycle that introduced them into foreign waters in the first place.
