You can't put a statute like that on rape. I know I hate seeing gold diggers too but rape is psychologically debilitating to victims. Many are shamed and humiliated.

Think about the Sandusky scandal and how many victims kept quiet for so long there.

Well...kids are an exception, I was even suppose to mention the Sandusky one as being different but I ran out of time earlier
 
Fun fact of the day:

My wife works for a company that handles a certain type of legal punishment. Let's just say people report to her on a monthly basis (face to face or by mail). She just found out one of he clients plays football for an NFL team. Hint their logo is a big cat and he is currently suspended for 1 more game...
 
It's definitely to the victims benefit to report right away. Once they shower most evidence is gone and every day that goes by credibility erodes.
