Nitrates Dandgerously High!! PLS HELP!

If you use a hose attached to the faucet it's just as easy to do a 70% water change as it is a 10%. Just takes a little longer.
 
If im doing such a huge water change, a water conditioner(dechlorinator-Wardleys tri-start) is a must yeah? I was worried that chlorine and chloramine in the tap water was harming the bacteria causing ammonia then converting into nitrite then more nitrates? And is it true that treating the replacement water (not the entire tank volume) is useless because you are only targeting that small amount being replaced which will only gets lost in the existing water and doesnt find the chlorine etc

All the RED'S on the test kid card after 40ppm look the same as the test tube red. It's really hard to tell if the water's nitrate is 40ppm or 160ppm! Does anyone else have this problem?

Yes it sucks but going outside in the sun helps alot.
