Actually the best way is to treat the water outside the tank. The next best is to add the de-chlor before adding tap water. You should add extra de-chlor if doing it this way to get the chlorine down as fast as possible. Me personally, I would never use this method for any of my prized fish. It just isn't worth the risk.
