It takes are long time for a flathead to reach 20+ pounds. The bigger the catfish the better suited for its environment it is. They produce more eggs and the fry have a better chance of survival. Thus the big fish are the breeders and produce most the young.

How does a larger fish equal a better chance of fry survival? They dont receive parental care, they school together and then hide under rocks after the first week. And another thing is a female only has to have two babies survive until sexual maturity, a male for the mate and a female to replace her

Yea also a few fry need to survive for flatheads takin by fisherman that caught and kept them. A few to make up for the flatheads that die of natural causes. Every year after that flathead has been removed, there will be more young flatheads that wont be in the river.

Larger flatheads dont grow large just because god let them. They grow large because they are smart, lucky, and geneticaly better then the others. Traits are passed down from these fish. Providing better fishing for the future, and a better chance of the species survival in the future.
