ive always seen like a layer on the top of the water that looks like dust or something like that my tanks crystal clear then thats on the top? any ideas:confused:
 
Does your filtration break the surface up at all?

Do you have an adequate tank cover?

It could be from something that you are feeding. Does it look oily?
 
You need more surface agitation. That oily film is a sure fire symptom stagnant water. Get a powerhead and aim it toward the surface.
 
It's just dissolved organics, or proteins, from dissolved food and fish wastes that rise to the surface. If you filter your water from the surface, with a surface skimmer attachment (Eheim makes one. Check Fosters and Smith) or overflow box, it will go away.
