Personally, im all for aggressive, alpha, take no prisoners type of fish, but not in a community-ish type setting - too much drama, and maiming for my liking.
usually when my polys took out another fish they at least tried to eat it.. not just take out its eyes.. I did however witness my tire track spiney eel do this to a few fish a few years ago.
Im just assuming its the ornate. He could be innocent. Other suspects? Delhezi, senegal, IT, Severum, Oscar, Gar. Theres very little aggression in the tank. Occasional posturing between the cichlids/ Tigers. Like I said I guess I'll never know.

IME, oscar are very calm cichlids. They will mind their own business until someone starts messing with them, then its often game over for whoever tried to take on the oscar. And it's even less likely with a 4" oscar.
I think you are right about the prime suspect being the ornate. Secondary in my book would be the gar.
there wouldn't be anything left if the gar did it imo... my gar don't let go of something until its eaten.. even if it requires dismembering it first... I can see some bit marks? gar bites are pretty easily distinguishable from everything else In your tank. w/ that stock list I think your probably right w/ your original suspect.
Hmmmn Gar is about 12 inch long, but its really passive. Never seen it go for anything it didnt consider food. It also had a belly full of food that night. Im still sticking with one fo the bichirs, probly the ornate
