No, you still need a pump and filter. He's just saying to turn off any pumps so that the water is calm when you feed. That way the food is easier for the gar to see and catch. Then when you're done feeding, turn the pump back on.
 
Yeh i changed the direction of my spray bar,
so there is less surface agitation, now the food is alot easier for him to eat. He seams to swim more freely around the surface now too.
I think my output was too strong for the little bugger.

he has gone from eating 2-3 feeders every 2 days to 10+ food sticks a day now.

I would suggest you give it ago too. make sure he doesn't have to try too hard to get food.
once he trys it once. it is only a matter of time before he is slaming them down.
