You first stated that the impeller spun after you took it apart. Maybe reassembly caused it to bind somehow. I doubt it's the motor.

Unsure how it would bind though.. Have had it apart 4-5 times now.. It works dry.. Maybe just having the water actually being there and being under load is causing an issue... I'm unsure. Either way a new impeller is around 50$ and a whole new motor assembly with impeller is only 85$

Then your hooking the motor assembley up wrong, when you put the screws back in you have to make sure its all sits flush like how it was, you must have too much tension on one side. And I know this sounds horrible but make sure the valves are wide open and all the clamps are secure.

You may have broken a valve while twisting and it stuck open, troubleshoot eveything. May as well clean the hoses and also you know that little hole where water goes into the impeller? Make sure that's not plugged.

Will retry yet again. Valves are open but will see if they broke.. It boggles my mind

i did a water change few months ago and mine did that exact thing, it was the motor that wasnt working... would work dry outta the water but in the water was a no go.... i had to clean the motor like 6 times to get it to work... between the water change and cleaning it took me 3 hrs to figure it out.... i had some sand in the bottom of mine that jammed it up, i bet if you take it apart and reassemble like it suppose to be from the factory it should work no sweat...there something in there jamming it if it works outta water but once inside on it dont work, if the motor was wore out it shouldnt work at all dry or wet...
 
Had a problem like this to. cleaned mine up and nothing. I was out of ideas so I just hit the back part with a driver and it kicked on. Hah took it apart one more time wasn't able to tell what happen. So I just put it back on and left it alone.

The micro processor inside the motor housing detects rpm, speed, load and many other variables, when you put it back together there is something wrong and the unit won't give it power to avoid burning itself out!

I'd say take the baskets out of the canister and spray the bottom real good, make sure the hole that let's water go to the impeller is clear, or just send it to me and ill fix it and send it back ;)
