I set up a 20 gallon long grow out tank with with Caribsea sand and I feed blood works and broken up krill as well as a supply of feeder shrimp and guppies since they tank cycled I have been noticing the water has what looks like an oil slick on top of the water it foment affect the fish at all but it Does not look good and clouds the water a bit any ideas what it could be caused by

I bet it has to do with the fat content in whatever you feeding .....I notice that in my tank when I feed catfish fillet to my rays, catfish meat being fattier than tilapia or shrimp.

Yes oily layer is def caused by something fatty. . .you havent fed any cooked food to the fish? Also bread can cloud the water quite abit but does not have many nutrients for the fish to absorb so its pointless.

are freezedried blood worms and freeze dried krill from omega one considered to be faty i dont feed any fillets of anything nor do i feed bread or anything like that i dont have an air pump in the tank and the filter does not cause much disturbance on the surface at all so maybe thats the problem

I'd guess more likely something fresh or frozen, freeze died stuff isn't really oily. Any new decorations in there? I had a resin branch that messed my tank up and made it greasy feeling once, removed it and a large water change later it was good again.

My Marmokreb tank gets it. I thought it was from the Massivore Delight. I just take a couple of paper towels and lay them across the top and take them out. Film gone.

Here's a link I copied and pasted from another post, saved it for future use and now looks like a good time. Not sure if this is your problem but it sounds sort of similar.

If you scroll down a bit to 6/02/07 there is a write up on surface scum, hopefully this helps.
