Oily layer on top of the water??????

krill is kind of oily, it would need to be since it's a good source of fatty acids. look at all the krill supplements.not to mention the blubber layer on several krill eating whale s. what you're seeing is probably the the excess coming out in the fish waste. combined with low surface agitation gives you an oil slick.
getting your surface moving would reduce, if not eliminate it and enable it to run through the filter.
replacing some of their krill intake with a good pellet would help too.

No new decorations. Some teracotta pots but there in the. Tank for over a year I have small SA chiclids. Firemouth, jackdempsey, two red Texas that look more like fh but there all under 3 inches

I had the same thing happen and it turned out it was my manzanita wood. Not sure what in the wood, but I removed the wood and it went away.

Ditto on making sure you've got good surface agitation. Otherwise you'll start starving them for oxygen.

Melafix will foam up a bit on the surface as well.

When I fed beefheart more often, I'd just skim the surface at water changes. The pleco seemed to love the remnants at the water line when the water level went back up. lol
