If it's a desktop keyboard just pry it off and clean it with rubbing alcohol and a Q-Tip. 99% of the time when buttons stop working it's because crap has gotten in the trigger mechanism.

Hold down the Alt key then type 64 the let go of Alt, doesn't fix your shift key but gives you the @ symbol.
