Since you are in Canada, you might want to try a Canadian company, Below Water. This company was the pioneer in bringing rare piranhas to enthusiasts everywhere. I bought my Caribe, Piraya and Ternetzi from Oliver many, many years ago. It's located in Montreal, so it isn't too far from you. I live in Western Canada and I had to pick up my shipment directly from the airport (just like what you had to do in the early 90's for work). Below Water has transitioned to being an imaging company specializing in underwater photography now, but they still sell fish. I read somewhere that they no longer sell rare piranhas, but I don't know if it's true. The only way to know is to ask them yourself. You can ask for a stock/price list here:
