SO i have a 75 gallon tank. I have the temp at 28c but the water is still around 20-24c :nilly:. Is the heat escaping because im using the mesh top like the ones made for reptile tanks. wat can i do to keep the heat inside?
 
Thats excactly what is happening. Buy a glass top for that tank and be amazed...your heater will actually cycle on and off like its supposed to. UNLESS.......the heater is to small for the tank, you have poor or inadequate circulation, the tank is outside or in a non-climate controlled area and its cold...etc,etc.
You could make a top out of acrylic but it will sag unless its framed with something rigid or supported from underneath.
You gotta cover that tank to keep the temp from dropping too cold and from fluctuating...both are bad.
OR....you could get a monster heater that will run ALL the time like a pond heater does...

Lids are your best friend in this case but you didn't post tank size or heater watts, what are they?

I agree with the majority of what was stated above but be careful getting an oversized heater for your tank to over compensate for an entierly different issue. Some brands of heaters are notorious for sticking on and cooking your tank. I like to run two heaters in each tank that are not enought to over do it if stuck on but keep up to the task at hand for heating the tank together.

i said 75 gallon check it again. and the heater is 200 watts
 
I think it is a mix of both. Your heater should be 3 to 4 watts per 1 gallon of water
 
that what i have bee told anyway, but it depends on how cold you house is too

your 200 watt heater should be enough.... get a lid and your problems will be solved
