Has it always been there?
I have seen this on golds occasionally. Sometimes it looks like peeling skin, but other times it's actual pigment on the skin. It tends to show up when the fish are stressed or spawning. IMO it's the remnants of what used to be the black stress bars in regular severums. It's similar to the peppering on pigeon blood discus. In pigeon blood discus, the genetics make it so that the bars are no longer arranged in straight vertical lines, but the pigment cells are instead spread randomly over the body giving it a peppered appearance. I have seen this exact same thing on gold severums. I don't know enough about severum genetics to understand if this is a similar phenomenon but I wouldn't go dumping meds into your tank because in most cases it's not an actual disease or problem.
The fish in your picture appears otherwise healthy, alert, and normal. If it's eating and behaving normally, it's probably just his coloration. He may or may not grow out of it.
