there is no way that thing will ever work, the snake just has to get to a point where it can rub up against something to get some leverage and it WILL slip right out of it, just like shedding it's skin.

to try and do so on a leash is very stupid but there's nothing wrong with bringing them outside occasionally if you keep an eye on them.
just from reading these posts i can tell that most of you would enjoy sitting in a public bathroom for your entire life. snakes are most often kept in tanks where they can't fully strech out, so i think that this leash is a good idea, as long as you don't get too close to people.
Actually, the enclosures are not too small. Snakes are easier to keep and feel more comfortable in smaller enclosures. Most people don't want to put their snakes through the stress of being kept in huge area with insufficent sense of security.
However I have seen Ball Pythons in huge enclosures before, but the owners made sure they have a lot of hides (more than 20) of varying sizes.
