I wouldn't count on your whiz helping my lemon tree grow faster and bigger, judging from the size of your "kumquats!"
And why would I want a big tree? I want big fruits! 
Most fish meds are bio degradable. There is not enough to make it all the way to the ocean drain. The grease from cooking is worse than my fish meds. Just like you said, fish meds are bio degradable, so that answers your question on whether it's safe to water plant. However, the bacteria in your tank destroys the ocean! EPA is on the way, Mr. Green!
