It could be a huge number of different things. My first question would be what else is in the tank and if you have other tankmates are the fine or not? How old is the oscar? What is your water change schedule?

The first thing I would do to try to save your fish is do a 50% water change, add another filter that has carbon in it. It can be a cheapy hang on filter or a canister filter. Up the temp to 80-82 and add some salt. You could have any number of things wrong but if it is a water quality issue then this should help almost instantly. You could have too many heavy metals in your tap water, or a number of other things.
It could also be that everything is fine and your oscar has some kind of fatile illness. Just because you provided it everything it needs doesn't mean it will always live to it's full life expectancy.
