Open bottom tank

I decided to try it and basicly duplicated what you have in the picture, but I'm not putting any fish in it...

^ that exactly what i was thinking... since if anything happens to that vacuum thats holding the top tanks water, then you're going to end up waking up to "X" amount of Gallons of water all over the floor...
 
I have made one, I liked it, but my ghetto support system didn't like it. I had made supports out of 1/2 pvc but they bowed so bad under the weight It scared me. Next time I am going to use steal cable coated in silicone and suspend it from the ceiling

The only way for the vacume to break is if the water level in the base tank drops to below the lip of the upper tank. In that events the lower water level in the base tank would be low enough to hold the water from the uper tank.

Or the upper tank could break, which no matter what, even if it was a normal tank means flood.

Think about it like this. A sump has limited room compared to a tank, you never worry about it overflowing in a disaster? the reason is you plan for that.

I had Gouramis when I built mine, just leave some air room at the top, instead of sucking 100% of the air, only suck 90% out.

I was sneaky, I wanted the fish to learn to use it, so I would release their pelts under the tank so it would float up into it. The desire for food was more then their fear of something new.
 
ok, we need pics!! finally someone else who built one(even though mine is punny)
i plan to build an approx 150g show version. it will be a 120g susspended in the dead center of another tank, ie it will have equal amount of space the whole way around it.

and guys, unless ur tank breaks free it will never over flow. if the seal breaks then some water will go out of the top tank, fill up the bottom tank then reseal.
