opinions on filter set up

You always want your overflow to be able to handle more gph than your pump.

Agreed, otherwise its just a disaster waiting to happen!
Once your overflow accumulates algae etc. the flowrate slows down considerably.
 
So I think its a good price for the sump I can make a platform for the balls and I'm sure I can make a spray bar with a pvc elbow and pipe right. Now if anyone has some suggestions for an overflow that would be cool. The pump I have is a little giant model 3 MDQX-SC .
