order of steps to start up a new planted tank?

Definitely do your aquascaping first, then cycle (your cycling time will be shortened a lot due to lots of plants), and then add fish. I find that lots of planting, uprooting, sifting through substrate, and moving things around stresses fish quite a bit, so I like to have my aquascape pretty settled in before introducing fish.
One thing about planted tanks, especially if you've shelled out the money to have lots of powerful light and/or a CO2 system, you need a good complete fert regimen, or you'll wind up with algae-city!
 
good ideas. stock the tank with plants first. hardscape then aquascape. wait a 3 days. voila. then slowly add some fishies. instant aquarium.
