Ornate chipped Pectoral Fin HELP

Hi gurus, I would like to ask if my Ornate's chipped pectoral fin will be able to grow again(see picture) .he 10 inches and his aquarium mates are BGK 8-9inches, 11 inches senegal and a 2 inches Mono angel. I also have a delhezi in my other tank and also has a chipped pectoral fin for almost 3 months and never return to its paddle like form. please help
