my oscar does this when he eats algae wafers its like saliva he chews the wafers then spits them out with slime the other fish love it when he slimes up.
ps pornstar is a clothing brand lol .omg lets put on the happy helment and not see that one.

upgrading tank size? I don't know about that. I was thinking about getting a better filter for more filtration i thought that would help, and im getting rid of the jd's today.

It will help, but you pretty much have to upgrade from a 40 if you want to keep an oscar and pleco.

What are your ammonia, nitrite, and nitrate readings? Also, do you dechlorinate your water? You'll want to make sure that ammonia and nitrite are zero, nitrate is below 20, and you're using a dechlorinator, otherwise, the fish's skin (scales... whatever) might be irritated, causing him to produce extra slime coat. Also, have you recently used stress coat or something that would cause him to produce extra?

I don't have anything to test all that with, my friends giving me a kit that tests for all that stuff, but I do water changes every week...

You do use a dechlorinator, correct? And, yes, knowing your parameters is very important. Bad water quality is behind most fish illness, and always has to be ruled out before you can make a diagnosis. You can also have the LFS test it for free, but be sure and request actual numbers... don't just let them say 'It's fine' or 'I've tested it, and you need to buy twenty bucks' worth of chemicals.' It's really better to have your own tests, though.
