I have this program called Photo To Sketch that turns any picture into a pencil or pen drawing. Their website is www.thinkersoftware.com but the version I downloaded years ago is a free one. If you're interested I can upload my free version of the program for you to download. Here's a picture to show you what I mean. It's not cartoon-ish but it'd be easy to make a tattoo out of it. (This Oscar isn't mine).

But im still keen on finding this guys avator, i should of saved it the moment i seen it but distractions, i.e kids, walking max the bulldog, ahh well hopfully someone will see this post and know who i mean.
