ya, they had urinary tract infection, by the site that put this out, the little guy goes up the urinary tract, then his peck spines locks him in place below the blader. and bla bla bla. just ridicules.

Have you read what the cure us and what it does? There are also documented accounts of candiru swimming up urethra and vagina of women. To get it out the doctor had to turn it around so the spines/fins weren't stopping it coming out. Granted vagina and urethra are different sizes, but fish come in different sizes also.
You are also not offering any reason scientific or otherwise that it's ridiculous. 'Because you say so' ain't gonna wash.

With the pacu eating guys nuts I found that very hard to believe I'm not saying it didn't happen, it seems like an old wives tale. I watched that episode of river monsters and maybe, maybe not. With the candiru that for me is definitely possible. The candiru is a type of parricidic catfish that swims Into large fishes gills or mammals genitals, clamps in then feeds. Even the local tribes fear this fish. With good reason!

just out of curiosity, can you see a fish swimming up your pee pee hole? ever had a catheter? fish do not swim up your urethra, small parasitic worm perhaps, fish. no.

Okay, let's get back to the original post. The oscar looks bad especially the missing jaw. I couldn't tell by the video but is the white around the mouth part of his flesh or is it fungus from an infection? I'm sorry to say but I think you should put it out of its misery because he can't eat and will die a horrible death in your tank. The best way (to me) is to use a plastic bag and hold the tail outside of the bag. Then pick it up with the head away from you and smack the head on the sidewalk very hard. Lights out very quick with,, most likely, keep it from a slow death. Good luck in what you plan to do and keep us updated on whether you decide to heal it or put it down.

That's the thing, op didn't want to and claims its still alive (in what I feel was a rather snarky private message to myself) but hasn't answered any questions about quality of life or behavior.
