To me... it sounds as thought the u-tube cannot keep up with the pump if the water level is rising in the tank/bucket.
If the water level rose too high on the outside overflow box, then it would be related to the drain hole.

I know you said that the original u-tube was 1 1/4", but is the "test" one the same size? I just want to make sure that we are covering all the essentials to understand the problem.

I know it isn't the u tube because it's the same one I have been using with the diy setup. The only thing different is on my old out box ther was 2 1 inch drian pipes. On the new out box there is one 1/2" drain hole in the bulkhead.
