My initial impression: steel is stretching/bending with the water-weight to open a very very tiny gap and allow water through. Re-closes when pressure is off and steel goes back into shape. Might also be that steel is bending and glass isn't.
Fixing: Silicone will press into the hole to seal it, whereas paint(s) will stretch and open. If you can find the hole (get brutal) seal with something thick, like silicone.
