Such a shame. If I had the money and space, I would love to be a rescue home for fish like this.

Thats nothing. The LFS near me has a 125g tank and no exaggeration the tank probably only has about 65 gallons of water, the rest being taken up by fish. There are at least 30 fish in the tank all larger than 5 inches. There is a nice looking jaguar, a few oscars, some type of lungfish, bunch of Africans, etc. A good 25% of the fish are longer than the tank is wide.
None of the fish are for sale but I don't know why he keeps them all in there. Needless to say I only go there to play with the puppies(which are treated amazingly well).

Somewhere I read an article where one of the ASPCA directors did not believe fish cruelty was really an issue. I do not remember where that article was published though.dagua;4580422; said:

If most of the fish-keepers in the US were subjected to the laws of Germany regarding pet fish, we wouldn't see as many of these videos on youtube, or those tanks at wall mart. The chairman of the GLS and IRA had his opinion translated into law. You cant even keep a betta in anything under ten gallons in Germany.
All i have to say is holyS#1^... that is ridiculous... not one of those fish could live in a 55... let alone 20 or however many were in there... most of those fish were over a foot and the tank is only a foot wide...!!! give your head a shake (who ever posted that video on youtube...)
