If you sand it, it should stick shouldn't it? Just with some 320 or 400 grit.
I should know paint doesn't like sticking to fiber glass resin. I used to do body work with my dadThere is some paint now a days that will stick to fiberglass but not submerged under water. If it does say it can it won't last long. Epoxy must be in the coating.
If you don't want resin why don't you use Sweetwater epoxy paint. It's supposed to work very well and specific to these kinds of projects. Lots of members have used it with long lasting results. Comes in a really nice blue
