Keep adding coats is what you getting at? Hindsight, should have painted the plywood BEFORE doing the glassing, then I wouldn't have needed pigment and I think it would have looked better? Maybe lol

There is some paint now a days that will stick to fiberglass but not submerged under water. If it does say it can it won't last long. Epoxy must be in the coating.
If you don't want resin why don't you use Sweetwater epoxy paint. It's supposed to work very well and specific to these kinds of projects. Lots of members have used it with long lasting results. Comes in a really nice blue
I used max acr resin, was either that or west systems, and went with the max, was recommended on here.
I should know paint doesn't like sticking to fiber glass resin. I used to do body work with my dad
I've been looking at Max ACR myself and I swear I saw a thread where someone had the same results as you after two coats and just added a couple more coats and it was solid blue, pictures included. Not sure where the thread was, I've done a bunch of looking the last couple of weeks. There's enough variation on how yours is so far that I assume the darker blues are just thicker coats, I'd keep at it for a bit.
Its really good stuff, better than the bondo stuff I used on my old boat lol. A lot of the darker areas are the seams in the cloth, but it does seem to get darker with each coat though. I still have enough resin for probably 5 or so coats. I might see if I can find that thread ID be interested to see, I know they pigment resin on surfboards too
