That is correct. But it does not mean that the State of Israel was created by them. They only slightly relaxed the control of Jewish migration from Europe, never promoted or asisted the idea. They were still resisting the Zionist pressure until the bombing of the hotel when they finally gave up. And that wasn't the end of it. They fought and won the war against the Arabs.
Approving or disapproving of Zionism is one thing. Ascribing its successes to European governments is something else.

Never promoted or assisted? Public plans to do so for over 20 years, and then approving the move by the United Nations is not promoting or assisting?

You are saying it like the Jewish people moved there one day and independently created a nation and built up a military to fight the surrounding Arab nations. Not only was it approved and promoted but the whole nation was built with European and United States resources and protected with European and United States weapons. To this day half of external debt Is owed to the United States.

State of Israel was created in 1948, all the surrounding states attacked Israel right in 1948 (Egypt, Jordan, Syria, Lebanon, and Iraq).
