Most of the old fish stores in Seattle's China Town carry them (or at least used to) very regularly. Of you can't find one locally, there's bound to be a vendor here on the forums that can get one in for you.
 
The last two I had were from a west coast vendor and I haven't seen them on any of our great vendor's lists since then.Jojo(Ichiban)came close to securing some a while back but that fell through.
 
It is trivially mentioned that when small they look alike to the highly regulated Giant Mekong Catfishes. It often presents problems at the border.

Same problem when one tries to drive them in from Toronto / Canada into the states. Border officers are not trained to tell them apart.
 
Well the best I could find was an RTCxParoon hybrid. They are a $100 a pop though, does this seem a bit expensive to anyone? I'm surprised I can't find anything about them being banned or not. Some say they are, others say they aren't. Wish I could find a definitive answer on it.
 
It's been quite some time since I've seen actual paroons. The lfs I used to work at 6 years ago had a bunch in but after that, I've only seen 1 and it was a good 2ft long.

You totally should get the paroon x rtc and keep us updated on it. $100 sounds like a fair price cuz this is the first time majority if us have heard of them along with the niger x tsn.

AFAIK, there is no federal ban (there could be local/state bans), it's the close looks that make the border workers to err on the safe side and not let any in that look close. I think Wesley Wong of Rare Fish can bring you this fish.

Better bring your checkbook, he is $$$$$. I think he is wanting $199 or $299 for the Paroons, they are all in one large vat. I've watch them grow out of a 10 and into whatever size the vats are now. They are a good 20". He also has some huge redtails. They are closed Monday for the fish shipment but they may pick up. Jon is the owner.
