any fish in a tank is too small, as most fish roam freely in the wild...
in most asian countries where land space is premium, fish are always, kept in smaller tanks for our amusement.
I think what is most important is that we don't infringe on each other's rights and freedom to keep fish. Let those without sin cast the first stone.

And to add, "man best friend" can always be taken to the pound and put to sleep, just because "man" doesn't want his "best friend" anymore.
