I don't get it either. In a time of lojack, gps, cameras that can take pics of buildings from space, sensors every 5 inches in motors that communicate its own needs, pocket computers held by many, and who knows what the military has. You're telling me you can you cant put a battery operated panel somewhere on the plane that sends an SOS out under impact, or picks up smoke, I mean we have airbags and smoke detectors, heck the air bag would even float!
Also don't forget they are suppose to be able to read license plates but can't zoom in on debris that's supposedly over 10 feet

Ill go out on a limb and even speculate the military knows what happened, but isn't saying anything because either it's something crazy they may not be confident in dealing with because it would just cause chaos, like a UFO situation, or by divulging info, they may give up some technology or position they have. Im probably crazy.
