No, they aren't even mildly aggressive, just don't have them with things smaller than their mouths. I wouldn't consider them "swimmers" of any kind though, more like "motionless floaters".

I concur. I was surprised to hear that it is 'too aggressive'. I have never seen them behaving that way especially for a fish that doesn't swim around a lot but simply drift along the surface.
ill put in a 3rd or 4th vote for congo tetras... as long as you have a tank thats atleast 4 feet long... not that they need that much room due to size.. but anything less than that and you never get to see them zip around
