No, not always, I have seen juvenile orinos with vertical bars and sometimes even diamond shaped "bars" on their sides. These are not ocell's, if they were, the gold around their bars would be less apparent and would COVER the bars on the fish. Looking at OP's pbass, wouldn't the rosettes be more circular at that size it's at? The orino's I posted was @ 3'' and stayed circular.
