Not strange at all if NY wholesalers don't want the legal hassle of determining which counties they can and can't sell in. There's also the stigma of being blamed for possibly being the source of someone caught with an illegal piranha within the city. I used to consult for several wholesale importers and there were many species that were not carried solely because of the possibility of legal problems against the business even though they were permitted to carry these species for sales outside of the state.
