He's about 26", eating Rosies. In some of the pictures he's eating Goldfish, which aren't regular food, because of thiaminase content, but occasionally I use them when the store has no more Rosies. He currently resides in a 10g, but I'm upgrading to a 20 long soon. He's a very good handling animal. He just sits in my lap or on my neck or on my laptop as I type. And no, it's not because of listlessness due to a vitamin imbalance. I check him regularly for those.

All Nactrene snakes, Garter/Water Snakes, usually tame after a bit of handling. You might try handling yours with gloves until he's calm enough to be free handled?
