How could your state charge fee for going to the beach, even on the day that you're not allowed to go into the water?

Lots of beaches in Jersey charge entry and it is not the state that is charging.
 
Yea you don't have to pay before Memorial Day and after Labor Day don't go to jenkensons aquarium though. I was there last week. Only a couple red belly piranhas and some angelfish for freshwater
 
Probably private beach front.
Not really private but some townships charge an entry fee to help with cost of lifeguards,beach maintenance and so forth.

Some do,some don't.I'm guessing those areas that charge don't want anyone in the water if there is no lifeboy on duty.

Especially in New Jersey. I hear a lot of people been buried in the sand there.:p

Same here in Va. Upkeep, garbage disposal, sand replenishment after major storms, shark repellents (that's when they bury the front page story in the Virginia Pilot in only a day!)

I remember quite a few years ago how aghast I was to learn that we had to pay to enter the beach at Ocean City.Nowadays I rarely go to any beaches out there....after enjoying different island beaches Jersey just don't cut it for me.
 
Jersey beaches are pretty awful if you've hit the tropics or Florida. The only beach I've frequented was seaside heights and they didn't charge when lifeguards weren't present, it could be super nice at night. They also offer badge entry membership type deal. I'd never waste my money on it, but I'm not a big beach guy to begin with and I've moved a good bit west of the shore. Seaside was particularly awful because of the show jersey shore. People in the area were fanatical about the cast.
