Valid concept, but it would hardly work, evolution takes the fittest of a large population and the advantages that they bring are passed on to future generations. A tank or even a breeding set up would have to small of an initial population to have a measurable impact to the evolution of a species. At best you may get a line set up, but having a family tree run like a telephone pole presents more issues than positive traits.

If you really want to do this, a better option would be to get cold water cousins to breed with the tropical counterparts, there you may find some reasonable level of success with in a few years.
 
No more heaters? That would be a plus. J/k. Honestly though, i think we, as a species, create all sorts of problems for ourselves by attempting to alter the natural order of things to suit our own fickle needs. Get a Coldwater species.
