It isn't perpetual motion. Unless the magnets are electrically charged the magnetic fields will decay with time. This uses fuel just like any engine but the fuel is the slowly decaying magnetic field. Which will be consumed faster as the unit spins faster.

It's real just not magical, just like the drinking bird.
