Yes, rays and fish are safe to feed them
Their natural diet would be fish and inverts.

Mata matas are entirely aquatic... they prefer a substrate of leaf litter to hide in as they are ambush predators. Thus, they would probably be out competed by most fish so it is best that they are kept in a tank with 4-6 inches of water in a tank without competitors.
