Pet for college apartment?

I would seriously consider getting a rat. They are very friendly. My brother had two that would just chill on his shoulders for hours. Maintenance included dumping the 30 gallon aquarium into a bag once a week and putting down fresh bedding.
 
Thanks for your comments everyone. I have been seriously considering telling him to shove it and getting whatever I feel like. What I'd really like to get is some kind of small bird. Personable, still "fluffy" ie not a reptile, independent enough to go for a bit on it's own, not smelly if you keep up with cleaning, etc. My only concern is finding a species that is quiet. The one thing neither of us can tolerate is unneccessary noise.

Birds and quiet are two things that definitely do not go together.

Look into a small furry animal such as a rat, ferret, hedgehog, or chinchilla; all of those make good pets, are quiet, and are low odor if their cages are properly maintained.
 
^ I'm sorry to agree, but even the "quiet" pet bird species are still pretty noisy. Low noise level birds like finches and parakeets tend to chatter, and they need to live at least in pairs. I have what some tout as the "quietest" pet bird: the linnie. They still shriek loud enough to make my eardrums buzz. =-| There's no such thing as a quiet bird.

Well... i have a female cockatiel that almost never makes noise except for when I first come home, but I have noticed she is exceptional and anyone else looking for birds should not expect to be so lucky. Most of them are noisy, it's just part of being a bird, very vocal critters. also, they all need toys and enrichment...not just a dull cage, and if you go with pretty much any species larger than a parakeet then you will need to train it and paly with it to make its brain work and keep it happy and healthy.., quickly approaching the level of attention and care a dog would take and very easily surpassing it if you are looking into any larger more advanced species.
i don't know how people think rats don't smell.... they do make great pets and they are really personable but they always smell, even if you clean them every day, just like birds are loud, rodents are high mess animals. (ferretts to btw, even if cleaned daily and bathed often they still smell, but it doesn't have to be nasty and over powering as they often are)
Reptiles would be the lowest maintenance in most cases unless you're lookin at a beardie or something which is super personable and cuddly but not fluffy.
snakes or crested geckos are easily the easiest animals in the world to take care of, low over all cost, low odor, low maintenance, NO noise. not so cuddly but both tolerate handling well.

As most others have already stated there is not really any single animal that fits ALL of your criteria, will have to sacrifice something somewhere....
so if you want cuddly and are willing to put in the time to clean then you should go with a rat or hedgehog etc.
if you can forgo some fluffy or cuddliness in favor of not cleaning quite so much then look into reptiles.
 
i have like 11 hundred fish and now starting to get flowerhorns try fish there fun, i cant have a dog or a cat where i live so i turned the extra bed room into my fish santuary.
 
hedgehogs are quite a bit of work too by the way. you have to play with them daily or they get mean. i learned that when i had one :) they tend to smell too unless you clean the cage everyday because their poo is really smelly
