lol, it does seem excessive but she of all people should know the law with regards to selling pets to under 16's in this country. she disregarded the law even though she knew the punishment could be quite severe.

So she should proof anyone who wants to buy a goldfish? I get the animal welfare portion of the law but to make a store owner proof someone over a goldfish is insane. An adult is just as likely to do something horrible as a 15 yo kid.
